World Class Education at SHU-UTS SILC Business School

Co-founded by Shanghai University (SHU) and University of Technology Sydney (UTS) in 1994, SHU-UTS SILC Business School (SILC) was one of the earliest Sino-foreign joint business schools in China. The School was founded in alignment with Regulations of the People’s Republic of China on Chinese-Foreign Cooperation in Running Schools. By allowing the establishment of Sino-foreign education joint ventures and programs, the Ministry of Education aims to introduce international high-quality education resources, learn the philosophy, system, and operation of overseas universities, promote the reform of universities in China, and eventually build world-class Chinese universities. When the School was founded in 1994, it only offered English language courses and diploma programs introduced from UTS: Insearch. UTS: Insearch is a private higher education provider owned by UTS. It offers academic English programs and UTS Foundation Studies. UTS: Insearch diploma graduates are eligible for direct entry in the second year of a UTS degree. The School started to offer its first SHU undergraduate program, Bachelor of Economics (major in international economics & trade), in 1998. Two years later, the second SHU undergraduate program – Bachelor of Management with two majors(Business Administration and Information Management & Information Systems) – commenced. The two universities decided to take their cooperation to the next level. As a result, the UTS Bachelor of Business Program was introduced to the School from UTS Business School. Commenced in 2002, the Bachelor of Business Program is a UTS offshore program in accordance with UTS policies and standards. The program comprises three components – Insearch diploma program, 8 UTS core courses, and 8 SHU courses. SHU and UTS recognize each other‘s credits. Students enrolled in the program are awarded a UTS bachelor’s degree upon graduation. As another co-founder and parent university of the School, SHU takes centralized management of all schools, including the SHU-UTS SILC Business School. The School must comply with regulations specified by the MOE and SHU, but enjoys autonomy in faculty recruitment, finance operation, and governance. The School is governed by a board composed of presidents of SHU and UTS, the deans of the School and UTS Business School, and other members. The dean is responsible for the operation of the School. The board is responsible for strategic planning and other significant decisions. In 2006, the Shanghai Municipal Education Commission selected it as the pilot school to receive quality accreditation, making it not only the first Sino-foreign joint business school to receive such accreditation by a state-authorized audit organization, but also the first school to go through the accreditation process. In 2009, the School was awarded “one of the ten best educational joint ventures” by China Education Web. In four consecutive years, between 2010 and 2013, the School was awarded “ten educational joint ventures with the best brand” by www.sina.com.cn, one of the most prominent Chinese portal websites. In 2014, the School was awarded “China’s most influential educational joint venture” by Xinhua Net. In 2015, the School was awarded “Model School of Chinese-foreign Cooperation” by the Shanghai Municipal Government.
